These Terms of Use ("Terms") govern your access to and use of the CertScout website and tools (the "Service"), operated by The Ladnar Group ("we", "us"). By using the Service, you agree to these Terms. If you do not agree, do not use the Service.
CertScout provides informational screening estimates about short-term vacation rental (STVR) eligibility and certificate status for properties in Savannah / Chatham County, Georgia, using public data. It is a research aid only.
The Service does not provide legal, financial, tax, real-estate, or investment advice. Information may be incomplete, out of date, or inaccurate. Consult qualified professionals and verify all information with official sources before acting.
Property, zoning, ward, flood, certificate, ownership, sale, and related information is derived from third-party and public-government records that we do not control. Records may contain omissions, duplicates, inconsistent identifiers, delayed updates, conflicting information, and other errors or inaccuracies, and may change without notice. We make no warranty as to the accuracy, completeness, consistency, reliability, availability, or timeliness of any data or result.
Unless expressly stated otherwise, CertScout and The Ladnar Group are not affiliated with, endorsed by, sponsored by, or acting on behalf of the City of Savannah, Chatham County, SAGIS, Deckard Technologies, Inc., or any governmental agency. CertScout does not control the timing, accuracy, content, access terms, licensing, or availability of their records, portals, or systems.
Recorded sale data is subject to additional lag. This data comes from the public SAGIS parcel layer, which republishes in irregular bulk updates rather than continuously — so a recent sale can take weeks to months to appear here. Features that estimate compliance deadlines (such as the Sec. 8-11012 six-month reapplication window) are calculated from this same lagging data and should be treated as estimates only, not confirmed deadlines. Always confirm current ownership and any applicable deadlines directly with the property owner, their agent, or the City of Savannah.
Any estimate, countdown, ranking, score, prediction, match, classification, or other calculated or algorithmic output is generated from available data and programmed assumptions. Such outputs may be affected by missing, stale, inconsistent, or incorrect inputs and may not reflect official rules, interpretations, deadlines, or outcomes. They are informational estimates only, are not guarantees, and must be independently verified with official sources.
Any report, export, download, printout, email, or screenshot generated from or depicting the Service is provided for convenience and is not an official government record, certificate, permit, zoning determination, or proof of eligibility or compliance. Exported materials may become outdated after creation and must be checked against current official records.
We may monitor usage, apply technical protections or rate limits, and suspend or block access when reasonably necessary to protect the Service, its users, its data sources, or third-party systems.
Certain features may require an account or a paid subscription. You agree to provide accurate information, keep your credentials secure, remain responsible for activity under your account, and pay all applicable fees.
Paid subscriptions are fixed-term annual subscriptions. They do not automatically renew. We may send renewal notices before a subscription expires, and you may choose whether to purchase a new subscription term. Unless required otherwise by applicable law, subscription fees are non-refundable.
The Service depends on data, systems, permissions, and access supplied or controlled by third parties and public-government sources. To the fullest extent permitted by law, no refund, credit, prorated amount, or partial refund will be provided if any such data is delayed, restricted, substantially changed, discontinued, or made unavailable; if access methods or licensing terms change; or if resulting Service functionality is reduced or eliminated.
We do not guarantee that the Service, any feature, or any data source will be available, uninterrupted, secure, error-free, or compatible with every device or system. The Service may be suspended, limited, modified, or unavailable because of maintenance, updates, technical failures, security concerns, third-party actions, government-system changes, or other circumstances. We may change or discontinue any part of the Service at any time.
The Service, including its design, text, and software, is owned by The Ladnar Group and protected by applicable law. Underlying public records remain the property of their respective sources. You receive a limited, revocable, non-exclusive license to use the Service for its intended purpose.
The Service is provided "as is" and "as available", without warranties of any kind, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.
To the fullest extent permitted by law, The Ladnar Group and its owners, officers, employees, contractors, agents, and affiliates will not be liable for any indirect, incidental, special, exemplary, consequential, or punitive damages, or for any loss of profits, revenue, business, opportunities, use, goodwill, or data, arising out of or relating to the Service, any data or output, your reliance on the Service, or your inability to use the Service, even if advised of the possibility of such damages. This limitation applies regardless of the theory of liability, including contract, tort, negligence, strict liability, or otherwise.
To the fullest extent permitted by law, the aggregate liability of The Ladnar Group and its owners, officers, employees, contractors, agents, and affiliates for all claims arising out of or relating to the Service or these Terms will not exceed the amount you paid us for the Service, if any, during the twelve months immediately preceding the event giving rise to the claim.
You agree to indemnify and hold harmless The Ladnar Group from claims arising out of your use of the Service or your violation of these Terms.
We will not be liable for any delay, interruption, degradation, or failure to perform caused by events beyond our reasonable control, including acts of government, changes to laws or public records, loss or restriction of third-party data or licensing, internet or hosting failures, utility outages, cyberattacks, labor disputes, natural disasters, severe weather, fire, flood, epidemic, pandemic, civil unrest, war, terrorism, or similar events.
We may modify or discontinue the Service, or update these Terms, at any time. Continued use after changes constitutes acceptance. We may suspend or terminate access for any violation of these Terms.
These Terms are governed by the laws of the State of Georgia, USA, without regard to conflict-of-laws principles. Venue for disputes lies in the state or federal courts located in Chatham County, Georgia.
